At least here in Ohio, there's no way you'd need a permit for something like this unless they plan on setting up a large-ish bookstand at the Square or something similar. Permits here are pretty much only needed for things that can obstruct routine (foot-)traffic like marches, loud/huge crowds or otherwise potentially disrupt normal business.
