Youtube's popularity is dependent on its users. If something they do upsets a very large amount of users, that hurts their popularity. Having complaints come in from as many directions as possible lets them know that a very large amount of users are upset with them and that they should fix that problem before it hurts their popularity and loses them money -- barring copyright issues and blatant violations of the ToS, of course.
